PHP 5.3.1 has been released with more than 100 bug fixes. Some security related issues have been fixed as well. Details can be found in the release notes.

According to the Sourceforge statistics, Dia for Windows has just passed 3 million downloads. The graph the increase in downloads over time. Note that the data for 2009 is only partial.
